Civil Nuclear Agreements Of India

The long-standing relations between India and Russia have proven to be extremely valuable for the promotion of India`s national interests. Nuclear cooperation was one of the cementing factors, the other was the defense trade. The civil nuclear partnership between India and Russia has been relevant to the achievement of India`s energy goals and has continued to support the country`s candidacy for international platforms such as the NSG. In recognition of this long-standing relationship, the strategic partnership between India and Russia was elevated in 2010 to the level of a “special and privileged strategic partnership”[41]. The partnership has also diversified in the field of nuclear cooperation, not only in the energy sector, but also in other areas such as nuclear medicine and processed food. Despite 50 years of resolute state support and funding, the dark state of India`s nuclear complex could provide the clearest evidence to date of one of the NPT`s fundamental assumptions. The Treaty recognized that developing countries would need a great deal of assistance if they succeeded in building nuclear energy for peaceful purposes. That is why article IV of the treaty calls for a compromise: non-nuclear-weapon States have access to international cooperation with nuclear energy in exchange for a proven commitment not to develop nuclear weapons. By refusing to sign the Non-Proliferation Treaty and develop nuclear weapons, India had so far sacrificed the benefits of this international support. Today, through the nuclear deal, the United States has promised India all the help it needs for its civilian nuclear program, without signing the treaty or even agreeing to a limitation of its nuclear arsenal.

The agreement also violates other positions that have been the subject of consensus among NPT members, including a 1995 agreement on principles and objectives for nuclear non-proliferation and disarmament, which provides that “new supply agreements for the transfer of material or material, equipment or material particularly fissile material, The use or production of special fissile material by non-nuclear-weapon or prepared States should include the following requirements: the adoption, as a necessary condition, of the Agency`s comprehensive security measures and binding international obligations not to acquire nuclear weapons or other nuclear devices.
